Allow rulesets to assign national info (govt., techs., etc.) without requiring cloning and editing the entire nation list
This is related to Issue# 764299 (Tribal Govt propagation)
I'd like to be able to specify init_techs, in particular, with a ruleset-contained file or table instead of manually editing every nation file every time I need to migrate/revise.
If I'm dreaming, I would like to be able to use a table to assign "flags" to nations that I can call later as prerequisites in the effects, buildings, and units rulesets. It seems like that would be a prerequisite for getting to a true implementation of unique units and buildings.
