Description

Such an effect makes it possible to make building certain kinds of buildings easier (or harder) under specific circumstances, as opposed to increasing shield production which benefits building any building or unit.

I previously considered shield discounts in gna patch #4722 .

I concluded that you need some really quite fiddly accounting to avoid having a feature full of exploits (to do with getting discount requirements at the last minute, selling for more than you paid to build, etc). Looking at what I wrote, some may say I was overthinking it a bit, but I think there is a valid concern here.

Regarding this I did change income from selling not to be dependant on current build cost, but on constant value. This still makes it possible that if building cost is less than 100%, selling gives more than you paid for, but then it's how ruleset author has designed it (i.e. I'm pushing most of the responsibility about the potential exploits to ruleset author)

Wasn't that about "production bonus". I'm doing the opposite by adjusting build cost. The problem with production bonus is that one may change production target after already gathering shields with a bonus.
