Patch written from scratch, with just a couple of lines copied from the old implementation. Main difference is that the information about the conquest_convert_pct rule is passed to client too.

Semantics should be documented better as counter-intuitive things like 10% -> 4/4 are possible under the implementation. (In short: Round up, separately for each starting nationality)
