civ2civ3: no min city output

Description
Disabled the minimum food output in the city tile. It only affects cities on Desert (since cities on Mountain or Glacier are not allowed), that now will lose the food if they are mined (no change if they are irrigated).
Patch for trunk (civ2civ3 and sandbox), but tested on S2_6.

Same patch that does not change executable bit of files.
The right patch is named: civ2civ3-no_min_city_output-v3-Trunk.patch
The other one was a mistake that it seems I can't delete...
