Description

Currently, a declaration of war or an attack will change both parties' moods to "combat" for music purposes (for a few turns).

Should a diplomatic incident do so as well? I think it would make casus belli more visible (it's not very obvious at the moment).

A ceasefire running out can set has_reason_to_cancel in a third party due to alliance cancellation. I have chosen not to reset last_war_action for this, by analogy with the existing behaviour where war-by-default doesn't update last_war_action for the parties directly involved.
