On a quick skim of the "SINCE PREVIOUS VERSION" section of S2_6 README.civ2civ3, I think it contains a mix of changes 2.5->2.6 and changes in previous versions.

Either it should be recast as "changes since 2.5" and updated, or it should be retired in favour of release notes (which will appear on wiki and in NEWS in the tarball). Probably the latter.

(I'm currently collating all changes for release notes anyway, so I'll have the source material to do either thing.

You are right. It was in my ToDo list to update it to something like "changes since v2.5". But, since my summited patches add new lines to that section, and I wasn't sure which patches would be included in v2.6, I was delaying it.

I think it would be simpler if retired in favour of release notes. Although I also like the idea to include in the readme a list of "changes since v2.5", at least those that may affect the game decisions of the players. I plan to do it anyway for my modpack, but I vote to retire it from official civ2civ3. I let you decide.

Attached proposed patch removes the relevant section from README.civ2civ3.

For 2.6, what replaces it will be the relevant section from NEWS-2.6.0, which will go in the NEWS file before release. I hope it adequately describes the net changes between 2.5 and 2.6.

Looks good to me.
By the way, this readme file is the only one of the ruleset that is still using MSDOS end of lines (I guess because I started the development in windows). They could be changed to unix if you want.
