AI can't handle (military) units with gold upkeep

Description

For most part AI is completely unaware that units with gold upkeep have upkeep at all, but it assumes that (all) military units have upkeep in shields.

For example military_advisor_choose_build() checks if it's ok to build non-critical units by:
if (pcity->surplus[O_SHIELD] <= 0
