Description

Threaded AI settlers calculate road connectivity bonus to the overall value that the city would get from the tile if it worked it. This can cause it to think that city may want to switch working that tile for the overall value if settler builds the road. Such settlers very often end up building roads to forest tiles for the purpose of improving city output (which it doesn't do) instead of improving really worked tiles.

I'm yet to analyze if the regular autosettler suffers from equivalent problem (code there differs, but has also similar concepts)
