City window resize crash

Test build made with older gnuwin version 2017-07-30, same that was used at 2.5.9 time, was reported to work. Gnuwin update came in Bug #693241. While that ticket was about a crash, gnuwin update was only a latter part of the fix. Without it, gtk3-client selection box is graphically bad.
For S2_5 at least simply reverting the gnuwin update is an obvious solution. There would be neither of the crashes, and graphical glitch in gtk3-client is even less serious issue in a branch where we don't even make gtk3-client builds easily available.
Patch for S2_5 attached.
It's less clear what we should do with S2_6.

As for S2_6, I now think that best approach is now to revert gnuwin update and to open a ticket about gtk3-client graphical issues. Potential future updates to gnuwin environment to solve all problems at once can then take place in that new ticket.
