2 future techs gotten when city captured

"Load game from attached file (civ2civ3 ruleset).
End turn => I lost future tech 4.
Select all the missiles from Pattaya and use them to attack Al-Madina.
Use battleships against Al-Madina, then capture it with a paratrooper.
I get future tech 4 and future tech 5."
This seems to be because steal_a_tech() calls found_new_tech() twice for future techs, nothing to do with the tech loss or negative bulbs.
