Support for images indexed by citizen number for specialist alt tag

Description
Specialists graphic_alt currently provides bad fallback support for rulesets that would prefer their own tileset but can work with standard rulesets. The fallback from standard ruleset wouldn't be able to use images indexed by the citizen number.
At the same time the current behavior of alt tag to be able to use images that are NOT indexed is an important one. Some rulesets use that to re-use icons from the tileset that are not originally even meant to be specialist icons.
Unify the primary tag and alt tag behavior so that both of them support both indexed (preferred) and plain tags.
