Replace Conquer_Techs_Min|Max with Conquer_Tech_Pct

Description

Current Conquer_Techs_Min + Conquer_Techs_Max in S3_0 and master (and in no d3f'd branch) allows random number of techs for a city conquest. For ruleset implementing randomly 0 or 1 techs for a city conquest that approach means 50% chance of getting the tech, and that percentage cannot be adjusted. I consider good support for 0/1 tech case much more important than supporting multiple techs for a city conquest (it would be much too overpowered in almost any ruleset).

So I propose ditching Conquer_Techs_Min & Conquer_Techs_Max in favor of Conquer_Tech_Pct effect that gives percentage chance of getting a tech from a city conquest.
