Sigh, yes, in city_build_building() we call give_immediate_free_tech() and then research_advance_name_translation(), so the latter will see the future tech counter having already been increased.

Fixes.
Test savegames have player about to research Fusion Power; I locally tweaked that to have Bonus_Tech, to get Future Tech from it. Next turn the player builds Darwin's Voyage, getting two more Future Techs.
