dispersion 'radius' is square on hex maps

Description
The dispersion option is described as "the radius within which the initial units are dispersed." However, the implementation is actually a square, even on hex maps. It should probably really be a radius, i.e. a hexagon on hex maps.

Patch attached.
Before patch with 240 starting units and 1 disperion - they were on 8 tiles,
now on 6 with average 40 units.
Attached new army of starting explorers with 4 dispersion ( looks funny)
