Hard require that space parts are Special genus
Just put such a hard requirement for SS_* effects. This does not affect anything existing, since I know it, but just makes it possible to define building genus as limitation on how many such buildings can at maximum exist in a game (Special=zero, GW=one per game, SW=one per player at time, Impr=one per city at time). This may help further development.
