Clear/free rally points when city is destroyed
Currently memory leaking unit orders struct when city is destroyed. Also, we should not preserve rally points when transferring city.

Patch here handles only the city destruction case, and handling also the city transfer case will require significant amount of code -> Split to separate ticket Feature #892395.
