Newer Gtk clients don't use Alt key for shortcuts

Description

The Gtk3.22 client, and the Gtk3 client from S3_0 on, use GDK_META_MASK for some keyboard shortcuts (such as "fullscreen").

On my Linux PC, this shows up in the UI as "Meta" and corresponds to my right alt ("AltGr") key, not my left "Alt" key as I expect.

For me, GDK_MOD1_MASK shows "Alt" in the UI and works with my left Alt key, the same as when we used gtk_ui_manager before gna patch #6572 / gna patch #7771. I think this is probably what we want.
