Unit population cost not well documented

I noticed that the rule that you can't disband your last city into a unit isn't documented in the online help, but also the whole concept of units costing population is not very well documented.

Attached patch adds some words for that. Also:
  • Generalised text on city dialog "Disband if build settler at size 1", which doesn't account for pop_cost>1 (as in civ2civ3) or rulesets without settler units.
  • Fixed message "Delhi can't build Settlers yet, and we can't disband our only city" to "... as we can't disband". (This message dates back to commit 9ec7b3eeef in Feb 1999, as does the rule about disbanding the last city -- it was discussed on freeciv-devel then.)

That predates start of my own archives. You have that discussion somewhere? I'm just wondering if we should at least provide ruleset option to allow moving your only city as settler.

There is a slightly mangled copy of very old mailing lists that I scraped off gmane's news server at colossus:/srv/files/backups/gmane, in not-quite-mbox format.
