Nuke radius sq effect

Description
Specify the radius of a nuclear explosion. Like vision and the radius a city can work. Allows small tactical nukes that only nukes the target tile and giant monster nukes that nukes a significan percentage of the map.

At the moment the only indication is in the autohelp for the nuclear action. The explosion graphics remain the same in all cases.
About that: do you think the autohelp should contain squared radius or regular radius?

Should this be master only? Or is there already some "nuclear blast radius" work in S3_1 that this "completes"?

I don't remember if there were preparations for this in 3.1 not in 3.0. The thing it "completes" is non civ2-like use cases for Freeciv 3.0's "Suitcase Nuke". Giving "Suitcase Nuke" a smaller blast radius than an ICBM feels more polished.
As it won't appear in 3.0 i guess it can wait for 3.2.
