Queried by Corbeau on forum, and clarified by Ignatus -- http://forum.freeciv.org/f/viewtopic.php?f=9&t=91051&p=100459

Doc says "The value is added to the current city radius and compared to the distance between the two cities", which is ambiguous. It's actually added to the prospective destination's radius (so as a city's radius grows, it will tend to pull in people, rather than make its own citizens look further afield).
