fill_sprite_array(): Call city_size_get() just once in LAYER_CITY2 handling
fill_city_array() LAYER_CITY2 handling repeatedly calls city_size_get() for the same city. Change it to call it just once and to store result in a variable. This also works around a type-limit warning where return of the function (unsigned char) is compared to 1000.
