Qt: Multipliers: When policy dialog opened, existing policy value is not scaled to display units

When Qt-client sets existing multiplier value to the slider, it's not properly scaled to display units. Thus it can be even outside the range. At worst this can cause all policy values to change when the dialog is just opened (value entered without scaling) and closed (value read with proper scaling) again.
