No unit saver for paradropping on enemy unit

A unit saver that prevents paradropping to its death on a tile know to be occupied by a unit the player has peace, armistice or cease fire with exits. But it doesn't save a unit from paradropping to a tile with a unit is it at war with. That results in death for the actor unit too. The enemy unit is equally visible for the actor player as a unit it has peace with,

Would anyone object to a "rule change" that fixes this?

Probably a bad idea to change so much in 2.6 (I have not got into such situations yet, but speaking theoretically it's a notable change). Also, there are many other rules preventing any hostilities unless war is declared (nukes are the exception). Likely, your paratrooper arrives, falls on a head of a wrong person, confuses, apologizes, disarms himself to avoid diplomatic messup and is departed back home, and is so embarrassed that even can't remember the terrain he has been on (even if he was resqued from high seas). The dubious case is what happens if the peaceful player is allied with an enemy one also present at the tile, maybe here we can render the paratrooper lost. But I don't see the rest as a bug but as a feature, so maybe let's change anything in 3.0 at least.

Yes.

A paratrooper who drops on terrain that has not been sufficiently cleared,
by means of ships, airplane, or espionage, is on high risk. If he or she
jumps on an enemy's head he will die.

If you are in peace with them, you cannot enter or drop at all.

Being in armistice or cease fire, entering the territory is an unfriendly
act. If you jump into an alien unit, you will die, too.

A unit saver, that tells you were you can savely jump, is an information
leak, that can be massively exploited - especially in war times.
The parachute icon should only tell you reachable land tiles.

The original description specifically says "a tile know to be occupied"

3.2 and 3.1 version only. As no patch for older versions exist yet their review window is obviously not opened.
