find_something_to_kill() does not want to ONLY occupy an empty city
find_something_to_kill() has a check if unit to be build would be first unit able to occupy enemy city already being attacked. That does not take in to account that enemy city needs not to be under attack, if it has no defenders to begin with. Unit able to occupy the enemy city would be useful in that case too.
