Away player's production changed when NOT needed
Part of the https://github.com/freeciv/freeciv/pull/27 reported by Frelhelm is that when dai_city_choose_build() tries to avoid changing production for away (human) players unless absolutely necessary, it has check about old production having been finished negated. That means it thinks new production is needed when ever old production has not finished.
