Now that OneAttack is finally being deprecated and handled smarter, it's time to to divorce the forced wedding of number of attacks to the unit's moves_left. The new action_result_success mechanic can handle the movement, but we should have max_attacks_per_turn also. It's not too hard to think of a unit who can do a certain kind of rough devastating attack but it takes up a different amount of moves, and there is a max number of these it could also do.
This will ESPECIALLY help with the hugely needed balance fixes for units with high movement AND high firepower, such as advanced Bombers. Previously their only choice was to lose all moves and get shot down by cheaper fighters (OneAttack), or to not have the flag and run around killing ridiculous numbers of other units with their high movement and high attack strength.
Please, this is a higher priority than people seem to think.
