Description

Disembarking without entering the transport to a tile a unit can't exist on is permitted if the target tile has a transport.

Steps to reproduce:
In sandbox load an Armor into a Transport adjacent to a transport. Select the Armor, press 'd' and click the adjacent transport. Choose to disembark. The unit is now at the target ocean tile but it isn't loaded into the transport.

Found on 3.2 but I assume that this bug is precent in 3.1 as well.
